THE "PEDRALBES" DECLARATION
The Pedralbes meeting held on December 20 ended with a joint statement that stated the need to initiate an effective political dialogue. The governments of Spain and Catalonia specifically agreed to affirm:
- The existence of a conflict on the future of Catalonia.
- The commitment to an effective dialogue in order to convey a political proposal that enjoys broad support in Catalan society.
- That the spaces for dialogue that allow the needs of society to be met and to advance in a democratic response to the demands of the citizens of Catalonia, within the framework of legal certainty, must continue to be strengthened.
- That the path of dialogue will require the efforts of all institutions, political actors and citizens.
It was also added that both governments commit themsrlves to work to make this possible.
The basis of this dialogue and the objectives that are intended therefore need to be established.
OBJECTIVES
The objectives of the dialogue are those agreed in the Declaration of Pedralbes. They are established within the framework of a democratic State of Law that guarantees political pluralism, to the defence of which we are all bound.
1. Effective dialogue.
This effective dialogue is guaranteed by calling both the bilateral commission and the party table. The existing spaces for dialogue in the Congress of Deputies and in the Parlament are thus expanded and the objective of analyzing the proposals submitted for debate and approval becomes effective.
2. Political responses.
Each of the parties will submit the proposals they consider in their respective spaces, in respinse to the proposed relationship between Catalonia and the rest of Spain.
3. Broad support.
The objective will be the search for political responses that enjoy broad support from Catalan society.
4. Democratic response in the framework of legal certainty.
The democratic proposal that results from the work of the spaces for dialogue must be articulated through the appropriate and possible legislative modifications.
BASES FOR DIALOGUE
Format: a double dialogue forum is established; on the one hand, an institutional space between the central Government and the Catalan Government through the bilateral State-Generalitat Commission and, on the other hand, a table of parties.
Purpose: The aim of the double dialogue forum is to agree on a democratic political proposal to resolve the conflict on the future of Catalonia.
1. TABLE OF PARTIES
At the table of parties each of the participants will put forward their proposals for resolution and their political project, with total freedom, on the future of Catalonia, in order to agree on a political and democratic proposal.
Two representatives will form the Bureau, with decision-making capacity in the two territorial areas (State and Catalan), of each of the political groups with representation in Catalonia and, where appropriate, of the formations linked to them.
At the head of this table of parties a person will be proposed by common agreement, to facilitate the coordination of the work, make the calls and set the agenda.
This person will also help create the ideal conditions for dialogue, attest to the agreements reached and determine the monitoring of their application.
Transparency and communication: the parties involved, with the support of the person in charge of facilitating the dialogue, will establish communication channels to guarantee the transparency of the agreements reached, where appropriate, and the maintenance of the effective dialogue for the achievement of the political agreements.
Calendar: before the end of the coming month of February [2019], the date of the constitution of the table of parties, the programme and the work calendar will be defined. During the same period, the person in charge of facilitating the work of the table will also be chosen.
2. INSTITUTIONAL DIALOGUE SPACE
It is agreed to advance institutional work within the State-Generalitat Bilateral Commission.
I. FUNCTIONS:
o To make a diagnosis of the evolution of the conflict in Catalonia
o To consolidate existing institutional dialogue spaces
o To make proposals on the future of institutional relations between the Central Government and the Generalitat of Catalonia
II. COMPOSITION:
o For the State Government: Secretaries of State for Relations with the Cortes and for the Territorial Policy.
o For the Government of the Generalitat: a representative of the Presidency of the Generalitat and the Secretary General of the Vice Presidency and Economy and Finance.

DECLARACIÓN DE PEDRALBES
La reunión de Pedralbes celebrada el 20 de diciembre finalizó con un comunicado conjunto que expuso la necesidad de iniciar un diálogo político efectivo. En concreto, los gobiernos de España y Cataluña convinieron en afirmar:
La existencia de un conflicto sobre el futuro de Cataluña.
Su apuesta por un diálogo efectivo que vehicule una propuesta política que cuente con un amplio apoyo en la sociedad catalana.
Que deben seguir potenciándose los espacios de diálogo que permitan atender las necesidades de la sociedad y avanzar en una respuesta democrática a las demandas de la ciudadanía de Cataluña, en el marco de la seguridad jurídica.
Que la vía del diálogo requerirá del esfuerzo de todas las instituciones, de los actores políticos y de la ciudadanía.
Asimismo, se añadió que ambos gobiernos se comprometen a trabajar para hacerlo posible.
Por ello, es necesario el establecimiento de las bases de este diálogo y los objetivos que se pretenden.
OBJETIVOS
Los objetivos del diálogo son los que se acordaron en la Declaración de Pedralbes. Se establecen en el marco de un Estado democrático de Derecho que garantiza el pluralismo político, a cuya defensa todos estamos obligados.
1. Diálogo efectivo.
Este diálogo efectivo se garantiza tanto mediante la convocatoria de la comisión bilateral como de la mesa de partidos. De esta forma se amplían los espacios de diálogo ya existentes en el Congreso de los Diputados y en el Parlament y se hace efectivo el objetivo de analizar las propuestas que se sometan a debate y aprobación.
2. Respuestas políticas.
Cada una de las partes remitirá las propuestas que considere en sus respectivos espacios,
dando respuesta a la relación que se propone entre Cataluña y el resto de España.
3. Amplio apoyo.
El objetivo será la búsqueda de respuestas políticas que alcancen un amplio apoyo de la sociedad catalana.
4. Respuesta democrática en el marco de la seguridad jurídica.
La propuesta democrática que resulte del trabajo de los espacios de diálogo, deberá
articularse mediante las oportunas y posibles modificaciones legislativas.
BASES PARA EL DIÁLOGO
Formato: se establece un doble foro de diálogo; por un lado, un espacio institucional entre el Gobierno central y el Gobierno catalán a través de la Comisión bilateral Estado-Generalitat y, por otro lado, una mesa de partidos.
Propósito: el objetivo del doble foro de diálogo es consensuar una propuesta política democrática para resolver el conflicto sobre el futuro de Cataluña.
1. MESA DE PARTIDOS
En la mesa de partidos cada uno de los participantes planteará sus propuestas de resolución y proyecto político, con total libertad, sobre el futuro de Cataluña con el fin de consensuar una propuesta política y democrática.
Formarán parte de la Mesa dos representantes, con capacidad de decisión en los dos ámbitos territoriales (estatal y catalán), de cada uno de los grupos políticos con representación en Cataluña y, en su caso, de las formaciones vinculadas a los mismos.
Al frente de esta mesa de partidos se propondrá de común acuerdo una persona que será quien facilite la coordinación de los trabajos, de las convocatorias y fije el orden del día.
Asimismo, ayudará a crear las condiciones idóneas para el diálogo, dará fe de los acuerdos alcanzados y determinará el seguimiento de su aplicación.
Transparencia y comunicación: las partes implicadas, con el apoyo de la persona encargada de facilitar el diálogo, establecerán cauces de comunicación para garantizar la transparencia de los acuerdos alcanzados, en su caso, y el mantenimiento del diálogo efectivo para la consecución de los acuerdos políticos.
Calendario: antes de finalizar el presente mes de febrero, se definirá la fecha de constitución de la mesa de partidos, el programa y el calendario de trabajo. Asimismo, en ese mismo plazo se elegirá a la persona encargada de facilitar los trabajos de la mesa.
2. ESPACIO DE DIÁLOGO INSTITUCIONAL
Se acuerda avanzar en el trabajo institucional dentro de la Comisión Bilateral Estado-Generalitat.
I. FUNCIONES:
o Hacer un diagnóstico de la evolución del conflicto en Cataluña
o Consolidar los espacios de diálogo institucional existentes
o Hacer propuestas sobre el futuro de las relaciones institucionales entre el
Gobierno central y la Generalitat de Cataluña
II. COMPOSICIÓN:
o Por parte del Gobierno del Estado: Secretarios de Estado de Relaciones con las Cortes y el de Política Territorial.
o Por parte del Govern de la Generalitat: representante de la Presidència de la
Generalitat y secretari general de la Vicepresidència i d’Economia i Hisenda.
