This weekend the Bourbon and Nationalist political forces in Spain have reached an agreement to perpetuate the suspension - disguised as Article 155 of the Spanish Constitution - of self-government and democracy in Catalonia. Now the excuse they claim is that our Ministers, who are in jail or in exile, will not be able to perform their functions, even though their political rights have not been limited by any court. This decision offends those values and principles that inspired the creation and functioning of the European Union....
