His name is D.P. but in the intelligence reports of Mossos he is known by the code name Hebrón. As an official occupation, this 32-year-old from Barcelona is an escort and security guard. On Sundays, he worked for the sub-contractor in charge of security at the gates of the Camp Nou, the stadium that hosts the matches of Football Club Barcelona. But D.P. tried to become a double agent. First, he tried to work on a salary for the Mossos and provide data on right-wing groups in Catalonia. Later, he wanted to sell his contacts with pro-independence supporters to the Popular Party of Catalonia. He even put to a member of the Popular Party's security services a plan to put weapons in the hands of the radical independence movement and instigate terrorist acts so as to then arrest them, according to reports from the regional police. On March 15, 2016, Hebrón was detained with a false National Intelligence Centre (CNI) plaque and, before being arrested, he tried to swallow the card with 2,717 files of recordings to the commands of the regional police, tapes of to Catalan MEPs, reports on jihadism and conversations with a PP employee in Catalonia hiding in a shoe.

Since then, D.P. is the protagonist of Preliminary Proceedings 894/15M, although the Catalan police called the investigation Operation Loki, like the Nordic god of deception. Investigating Court No. 10 of Barcelona was investigating him for false identity among other alleged crimes. However, the information in his power got to worry the Catalan police so much that they called him "a risky person", "given the material at his disposal, both known to us and not known": someone capable of harming the sovereignty process.

In fact, and according to the documentation which the Catalan police had on him, his movements were monitored at least since 2014, when the security guard infiltrated two movements of opposing ideologies: on the one hand he contacted the Order Squads, a pro-independence moviment of a pseudomilitary nature that tried to get to act as a security service for the Catalan National Assembly (ANC). And on the other, he infiltrated Casal Tramuntana, linked with Spanish right-wing extremists. In addition, according to the files found on his telephone, Hebrón was monitoring and collecting information about Islamic circles in Barcelona. He accumulated data that on the facre of it no-one had asked for.

Six meetings with the Catalan police


On September 8, 2014 and according to the reports of the Catalan police, D.P. attended, along with several Catalan policemen, the activities of an Airsoft group that acted "like a Catalan army" and that received training by British mercenaries that had fought in Kosovo. In October 2014 and according to the same source, the security guard called the General Information Police department and asked to speak to the chief inspector. Soon after, the call was returned and D.P. offered himself for "some kind of collaboration".

The reports of the policemen that dealt with him then defined him as a methodical type, "with some kind of psychological imbalance" that refused to use telephones given to him by third parties, hid his true name, always wore gloves in his meetings with Police officers so as not to leave fingerprints and that said he was in touch with international secret services, and especially with the Israeli Mossad. Between October 29 and December 14, this security guard met on six occasions with a Catalan police information officer, who finally rejected him as a collaborator and informant.


The secret minutes written by the agent then acknowledge that the contacts of the Catalan police with him focused on three needs: "to find out if this person could be working for another organization, to determine if the material that he contributed was of interest to our organization [in reference to the Catalan police force] and, at the same time, to find out the existence of indications that could harm the image of the force".

On January 9, 2015, and according to the documentation that the Catalan police tried to destroy in an incinerator after the illegal referendum of the 1st of October, D.P. also offered to collaborate with Miquel Sellarès, head of the Centre for Strategic Studies of Catalonia and member of the governing board of Omnium Cultural. But this was not his only movement. In parallel, Hebrón contacted members of the People's Party of Catalonia. In fact, on March 30, 2015 his phone recorded a call from the training centre. And on April 19 he received a direct message from someone who according to one of the reports is called Alberto Batlle, a person who works in security at the Popular Party of Catalonia HQ and stood at the last municipal elections as a candidate for the local council of Fígols. The message said "I cannot see the person we talked about until Friday morning". And it only arrived 30 minutes before Hebrón was detained.

Detained with a false CNI plaque


The arrest of the security guard took place half an hour after that message, while D.P. was in an underground parking lot, accompanied by a second person who according to the reports of the police escaped from the scene. At the time of his detention, the same sources say he was wearing a false plaque of the National Intelligence Centre and that he tried to swallow a card with more than 2,000 computer files he hid in a shoe. 43 of them were audio archives of meetings between Hebrón and several officers of the Catalan Police force. Another contained the personal data, telephones, addresses of politicians such as Salvador Rovira, Miquel Andreu (director of communication of the National [Youth] Council of Catalonia) and Oriol Junqueras. And of the 53,000 members of the National Catalan Assembly (ANC) that were contained in an Excel spreadsheet with their DNI and all their personal data.

Another of the files, called "Audios", contains a recording "with a hidden system," according to the members of the police, "where Ramon Tremosa, MEP for Convergència Democràtica de Catalunya is identified". Finally, a folder called PP kept the conversations of his attempt to be a double agent for a security officer of Mariano Rajoy's party in Catalonia.

An error of identification


As confirmed by ESPAÑOL, the police officers' reports contain, at least one error of identification, since the PP candidate standing for mayor of Fígols is not called Alberto but Antonio Batlle, a recently retired employee of the Popular Party who carried out access control work at the party's headquarters in Catalonia.

In the opinion of the Catalan police, "one of the interviews that D.P. held at the headquarters of the political party with the person responsible for the party's security," is significant; Hebron announced there "the intention of selling sensitive material that would call into question some of the structures of the current government. This option of possible purchase is positively valued by its interlocutor, as well as the decision to continue their meetings in a discreet way outside the venue of the party".

Popular Party sources in Catalonia explain that these meetings, if they existed, were carried out without any knowledge of the party and privately by the party's employee, without receiving any instruction to do so and without informing anyone within the PP.

The secret reports of the Information Commissioner reflect that the Hebron plan was explained in a document in its possession called DocPP.odt. The text file contemplates a plan drawn up by the spy attempt to discredit the independence movements with the preparation of false evidence. And he even talks about putting weapons into the hands of Catalan independentist associations to encourage violent attacks and then be detained.

"We have to add", D.P. tells us, "that he has tried to sell the material to political formations such as Ciudadanos, Spanish intelligence services such as the CNI" and several newspapers both national and pro-Catalan.

The first movement according to this plan was to maintain contacts with members of the Cultural Association La Coronela, an organisation that recreates in its parades the militia that defended Catalonia against the Bourbons in 1714. The contact person according to the document would be Jordi RO, "a person known for his separatist militancy but in no case linked to revolutionary separatism", reports the Police reports. "D.P. says that this group considers him a figure of authority and leadership and that all it would need was some support (that he could give) to carry out terrorist actions. He also said that he expressed his interest in offering a set of weapons".

The second step was to be to relate his contacts with police officers with "illegal activities such as the obtaining of weapons, which would have been sold to the members of the group or by introducing an attack on the facilities before intervening with a court warrant."

The third contemplated incriminating Miquel Sellarès and the "more militaristic" sector of the ANC "to bring the ideological civil elite of the process closer" to people supposedly involved in "terrorist activities, armed gangs and conspiracy".

The fourth circle of action was to be to mount a trap, a colocata as it is known in the jargon of intelligence agents in the Catalan police information corps. Hebrón "proposes a meeting between Catalan intelligence and a third person who would claim to be a link with foreign intelligence. This person would guide the conversation to cooperate against the Spanish State and motivate another meeting with political leaders. He proposes to record the meeting and that a rapid intervention team can take [the place] by storm by detaining those responsible, who would of course belong to the Catalan police corps or the CiU political coalition". However, in the end the person detained was him.
