Andreu Mas-Colell, the turtle and the scorpion
There is no more prudent and sensible way out than separation, as fast as possible, whatever the price and whatever the cost
Andreu Mas-Colell is one of the most important economists in the world. And a respected man everywhere. When he decided to leave the comfort zone to become a Minister in the government of the Generalitat, it was not surprising that, on some occasions, he stood out more than the then-president, Artur Mas. Especially if he traveled to the United States and in circles of economists. There he is a highly valued figure among intellectuals and academics for his years of dedication to the university and for the excellence of his academic work.
Now Professor Mas-Colell is facing an unheard-of situation. In a couple of weeks, his house, his pension and his bank accounts will be confiscated by the Spanish authorities, as part of the repression of the Generalitat's foreign action. Mas-Colell will turn 77 on the 29th, an anniversary marked because it will be on that day that, with forty more defendants, including Albert Royo, he will be told how much money from his work and effort throughout his life they will steal, with the accusation, for example, of having approved in the budget of the Generalitat the external action of the government, which was completely legal. The thing would be grotesque if it weren’t so serious. But at the same time it is very significant.
These days everyone is talking about pardons. The move is focused on Europe, in an attempt to show that there is a moment of relief and negotiation, that something is changing. But in the meantime, repression does not stop for a moment. Nor will it stop. In the criminal sphere, the economic sphere, everywhere. And on this, I think there are three things to say that Mas-Colell’s case perfectly exemplifies.
The first is that no Catalan is free from repression. Forget any false illusions you may have. My friend José Eduardo Agualusa once said that "a Jew is someone who is reminded every day that he is Jewish" and I replied that a Catalan too. Because they doesn't care what he did. Andreu Mas-Colell's money is not being robbed for what he did or didn't do while he was a Minister, but only for being a member of the government of Catalonia. And they do so through an institution that, despite the name, "Tribunal", does not admit the most basic of rights, which is that of defence. Then you can appeal, it's true, and years later you may end up turning to Europe and you will win, but in the meantime - and with 77 years on your shoulders "in the meantime" counts a lot - you will be ruined.
The second is that this economic repression seeks to remove from the political function everyone, but especially the most prepared people. The gravity of the facts is enormous, as his son explains in his Twitter thread. This state body intends to expropriate the assets of forty senior officials who were part of the government from 2011, with the argument that they funded the 2017 referendum. Come off it! In 2011 the Catalan National Assembly had not yet been born, nor did anyone think of any referendum, beyond the popular polls. No-one had even imagined the 9-N (2014) poll. This is not about the 2017 self-determination referendum, though were it so, it would not be justified in any case. This is about naked, raw repression. And about teaching a lesson. About seizing the moment to kill everything. Mas-Colell was a renowned and distinguished Harvard professor who in 1995 decided to return to Catalonia to create Pompeu Fabra University and who later accepted to be, first, Minister of Universities and Research and then of Economy. Everyone can have their say on the thinking and policies of Minister Mas-Colell, but it is clear - and what is happening to him is the final proof - that he left behind a very comfortable situation to try to help improve the country. Or to serve society. And that, exactly that, is what they don’t want happening.
And the third. I guess you know the story of the scorpion and the turtle well. The one in which a scorpion wanted to cross a river and asked for support from a turtle, but the turtle made it a condition that it not be stung or they would both drown. The scorpion, halfway through, stung it and when they both were sinking in the water, the turtle asked it why it had done that stupidity that would make them both die, and the scorpion replied, "I can't help it, I'm a scorpion."
So there you are. They can neither help it, nor will they be able to help it. And they themselves will end up sabotaging any dialogue maneuver that is put on the table. Because it's like the railtrack slope. They ceded control of the state and now anything they do will be worthless because they can no longer win it back. Spain is a dead democracy.
Let's imagine, in fact, that Pedro Sánchez tries to deploy a great operation to show that the Catalan issue is on track - Mas-Colell's own son, in his thread of tweets, believes this. Fine, the nine inmates will be let out, perhaps, outside a prison they should never have entered. But the exiles will have to keep struggling and, so what kind of state Spain is will still be questioned. And the more than four thousand victims of retaliation up to now will be trooping before the courts. And more people will be sent to prison, political prisoners too, many of them high-ranking government officials. And the international scandal, which seems to be the only thing moving Pedro Sanchez today, will continue to grow and grow. As it grows every hour in the case of Mas-Colell, precisely. Scorpions can't help but sting.
And that is why they, Pedro Sánchez and his crew, no longer have any key to curb the crisis, not a single one. They can do some things, some shop window reforms, which temporarily seem to alleviate the tension, but the confrontation between Catalonia and Spain has already fallen into the form of a nation-to-nation combat and that is why its state is going full blast.
The Spanish state has understood this much better than we have. Maybe a few in our country will want to continue believing in fantasies and master strokes to delay what is inevitable, but the margin to avoid a hand-to-hand confrontation is almost non-existent, not to mention the fact that it is, I think, a mere fantasy. For this reason there is no more prudent and sensible way out than separation, as fast as possible, whatever the price and whatever the cost. That or a grueling wave of repression that will be endless and in the face of which we will all be helpless. It is not possible to return to the autonomous past because the past has already been destroyed. There is only the path ahead of us.
