The Perpignan Declaration, by three presidents of Catalonia (9 OCT 2020)
Catalan, English and French versions.
English version:
October 9th, 2020
Catalonia is immersed in a political conflict with the Spanish state because of our determination and continued will, endorsed at the polls, to exercise the right to self-determination. Our commitment to our democratic mandate, born of a reiterated majority of citizens of Catalonia, has led the Spanish State to remove all three of us from public office.
We have a democratic political project, that of the Catalan Republic, which we intend to reach through strict democratic and peaceful means. We are the representatives of a political and parliamentary majority that has never been afraid of revalidating popular support –by calling its citizens to the polls– when facing crucial decisions.
Despite having always favoured democracy and political dialogue, we’ve been subjected to a Spanish judicial process which has shown itself to be full of irregularities and malicious intent, and which targets Catalans, who make up a national minority within the Spanish state. Our country finds itself, once again, with political prisoners and exiles. Politicians, civil society leaders, and thousands of citizens committed to the democratic values of October 1, 2017, are being subjected to the arbitrariness of the courts of the Spanish State. This is not justice, this is political repression. The actions of the Spanish state are inadmissible in any democracy and are opposed to the founding principles and values of the European Union.
The fact that the last three democratically elected presidents of Catalonia have suffered from this repression from the Spanish State is a clear sign that our country is experiencing a very serious conflict. This conflict demands dialogue, negotiation and international mediation to find a just and democratic solution which respects the free will of Catalans.
