The latest issue of Nature was published on June 3. The cover story was a quantum physics research project that, according to Leyre Flamarique, has to allow an extremely secure distribution of information through current telecommunication infrastructures. Work on it had lasted fifteen years and it is now that results have finally been obtained, and they have been welcomed by the entire international community. The successful scientists work in one of the most important research centres in southern Europe: the Institut de Ciències Fotòniques (ICFO), located in the Parc Mediterrani de la Tecnologia in Castelldefels. A week ago I greeted its director, the UPC professor Lluís Torner. How many scientists work at ICFO? "Four hundred from all over the world", he replied. Who had the institutional initiative to create it? "Andreu", he replied. It was not necessary to say his family names. Andreu is Professor Mas-Colell.
Last Christmas the editor Xavier Folch – one of my best friends – recommended the book Quan el franquisme va perdre la universitat (When the Franco regime lost the universities). He explains with new documentation one of the most outstanding initiatives in the struggle against the dictatorship: the creation of the Democratic Union of Students. The first chapter was written by Andreu Mas-Colell. There he explains that at the end of the 1963-1964 academic year he was arrested, imprisoned and tried by the Court of Public Order as a member of the student committee of the University of Barcelona. Despite the punishment, he did not abandon his commitment. At the beginning of the 1965-1966 academic year, as a student in the last year of the Economics degree, he was appointed head of that committee and, exercising his responsibility, he traveled to Paris with a false passport, met with the executive of the PSUC, and that brief meeting activated the dynamics that months later was to catalyze with the "Caputxinada". Andreu Mas-Colell, who had learned to think thanks to Manuel Sacristán's classes, still remembers the impact of listening to the tireless Jordi Rubió at Els Caputxins and thus feeling part of the great tradition of educated and liberal Catalanism.
Shortly afterwards began his twenty years of top-level career in the United States - Minnesota, Berkeley, Harvard -, he decided to close to put his talent at the service of the country, in response to President Pujol's proposal: to promote a comprehensive plan for university research and innovation. Mas-Colell's political action has probably been the most brilliant one carried out by a minister in the last quarter of a century. What was to largely allow Catalonia to continue being a benchmark for science in Europe is thanks to his decisions: supporting the Pompeu Fabra University (UPF), activating the ICREA program, opting for research centres such as ICFO and the Supercomputer. His second chapter in the Government, directing the Department of Economy, coincides with the debt crisis and the need for budget adjustments as a necessary condition for the sustainability of [Catalonia's] self-government. Whoever wants to understand that period has to read Turbulències i tribulacions, by Carreras, Planas and Mas-Colell. Whoever wants to understand why the Generalitat, choked by the Ministry of Finance, opted for the procés has to read it.
And now the dandruffed dinosaur, the Court of Auditors, has decided to ruin Andreu Mas-Colell. And others, including him, surely the most brilliant intellectual in the country. It's disgusting. This nuclear institution, which is distinguished by its blatant nepotism, normally denounces irregularities by political parties after dragging them out for a long time. It had never or hardly ever taken a decision for other crimes that affect politicians. Now it has. In the shadows, a reactionary sector of the State is defending an oligarchy by trying to destroy exemplary careers. In the case of Minister Mas-Colell, his life honours us.
The Court of Auditors has decided to ruin the most brilliant intellectual in this country.

El 3 de junio se publicó un nuevo número de Nature. El tema de portada era una investigación de física cuántica que, según nos traducía Leyre Flamarique, tiene que permitir una distribución de la información extremadamente segura a través de las actuales infraestructuras de telecomunicación. Hacía quince años que se trabajaba en ello y ha sido ahora cuando por fin se han obtenido resultados celebrados por toda la comunidad internacional. Los científicos que lo han conseguido trabajan en uno de los núcleos de investigación más importantes del sur de Europa: el Institut de Ciències Fotòniques (ICFO), ubicado en el Parc Mediterrani de la Tecnologia de Castelldefels. Hace una semana saludé a su director, el profesor de la UPC Lluís Torner. ¿Cuántos científicos trabajan en el ICFO? Cuatrocientos de todo el mundo, me contestó. ¿Quién tuvo la iniciativa institucional de crearlo? Andreu, respondió. No fue necesario decir los apellidos. Andreu es el profesor Mas-Colell.
Esta Navidad el editor Xavier Folch –uno de nuestros mejores amigos– me recomendó el libro Quan el franquisme va perdre la universitat. Explica con nueva documentación una de las iniciativas más destacadas del combate contra la dictadura: la creación del Sindicat Democràtic d’Estudiants. El primer capítulo lo escribe Andreu Mas-Colell. Allí explica que a finales del curso 1963-1964 fue detenido, encarcelado y juzgado por el Tribunal de Orden Público en tanto que miembro del comité de estudiantes de la Universitat de Barcelona. A pesar del castigo, no abandonó el compromiso. A principios del curso 1965-1966 el estudiante del último curso de Económicas fue nombrado responsable de aquel comité y, ejerciendo su responsabilidad, viajó a París con pasaporte falso, se reunió con la ejecutiva del PSUC y el breve encuentro activó la dinámica que meses después catalizaría con la Caputxinada. Andreu Mas-Colell, que había aprendido a pensar en las clases de Manuel Sacristán, aún recuerda el impacto de escuchar al indesinenter Jordi Rubió en los Caputxins y así sentirse parte de la gran tradición del catalanismo culto y liberal.
Poco después empezaban veinte años de trayectoria de máximo nivel en Estados Unidos –Minnesota, Berkeley, Harvard–, que decidió cerrar para poner su talento al servicio del país atendiendo la propuesta del president Pujol: impulsar desde la Generalitat un plan integral de investigación universitaria e innovación. Probablemente la acción política de Mas-Colell haya sido la más brillante realizada por un conseller durante el último cuarto de siglo. Lo que en buena medida permitirá a Catalunya seguir siendo un referente de la ciencia en Europa es gracias a sus decisiones: apoyar la UPF, activar el programa Icrea, apostar por centros de investigación como el ICFO o el Supercomputador. La segunda etapa en el Govern, dirigiendo el Departament d’Economia, coincide con la crisis de la deuda y la necesidad de unos ajustes presupuestarios como condición necesaria para la sostenibilidad del autogobierno. Quien quiera comprender aquel periodo tiene que leer Turbulències i tribulacions, de Carreras, Planas y Mas-Colell. Lo tiene que leer quien quiera entender por qué la Generalitat, ahogada por el Ministerio de Hacienda, apostó por el procés.
Y ahora el dinosaurio con caspa que es el Tribunal de Cuentas ha decidido arruinar a Andreu Mas-Colell. A otros y también a él, seguramente el intelectual más brillante del país. Es repugnante. Esta institución nuclear, que se singulariza por su nepotismo descarado, normalmente denuncia con mucho retraso irregularidades de los partidos políticos. Nunca o casi nunca había tomado una decisión por otros delitos que afectan a políticos. Ahora sí. A la sombra, un sector reaccionario del Estado está defendiendo una oligarquía intentando destruir trayectorias ejemplares. Una vida que, en el caso del conseller Mas-Colell, nos honra.
El Tribunal de Cuentas ha decidido arruinar al intelectual más brillante del país.

Tal com explico en un fil de twitter https://twitter.com/mstrubell/status/1407381952760586248?s=20, l'encàrrec de la Comissió Mixta al TdC de 27/12/2017 va ser fer un informe de fiscalització.
Mirant l'ordre del dia de totes les reunions de la Comissió Mitxa des d'aleshores (amb només una, de constitució, a la legislatura XIII) no he trobat cap més referència a l'informe.
Proposo que es plantegi a la Comissió que
- (i) el TdC no ha complert amb l'encàrrec de presentar-li l'informe;
- (ii) com és que s'ha permès al TdC d'ultrapassar les seves funcions, imposant avals multimilionaris a una quarantena de persones no condemnades per cap delicte, enlloc de limitar-se a presentar l'informe a la Comissió? i
- (iii) ¿la Comissió mixta no hauria d'adreçar-se a la Fiscalia si el TdC considera pels seus estudis que s'han comès delictes, i aturar de seguida les accions?
